The Comptroller and Auditor General (CAG) Compliance Audit Report No. 4 of 2025, covering the period ending March 2023, specifically raised significant concerns over the functioning of Himachal Pradesh University (HPU). The CAG report highlighted that HPU recruited 186 teachers between 2020 and 2023 but failed to provide records verifying EWS certificates, educational qualifications, and other supporting documents for these appointments.

The audit also pointed to alleged violations of University Grants Commission (UGC) regulations, including the appointment of an Assistant Professor without the required qualifications and a guest faculty member who did not meet the eligibility criteria. These findings underscore the state government’s stated reasons for introducing the amendments, which aim to rectify such systemic issues and ensure adherence to established norms and regulations.

Political Opposition and Previous Recruitment Actions

The proposed Bill has faced opposition, notably from the Communist Party of India (Marxist) (CPM). State CPM secretary Sanjay Chauhan urged the government to investigate the 186 appointments at HPU, fix responsibility, and punish the guilty, but cautioned against destroying the autonomy of Himachal Pradesh University in the name of fighting corruption. This highlights a key debate surrounding the balance between accountability and institutional independence.

In a related development, the Cabinet had previously approved the withdrawal of advertisements for 80 post codes issued by the erstwhile Himachal Pradesh Staff Selection Commission, Hamirpur. The government also decided to refund the examination fee amounting to Rs. 4.27 crore to the concerned candidates, indicating a broader effort to address past irregularities in state recruitment processes.
