The thorough plan includes proposals for 51 new MBBS colleges and 60 new dental sciences colleges, with a particular emphasis on developing institutions in tiny towns and expanding offerings in allied health sciences. This strategic expansion is intended to meet the growing demand for healthcare services and medical education in underserved areas.

Addressing Healthcare Manpower and Education Gaps

The proposed expansion by MUHS Nashik is a direct response to the identified need for more doctors and specialist medical professionals in Maharashtra. Prof. Dr. Deelip G. Mhaisekar highlighted that “Medical seats per 1000 population in Maharashtra is less as compared to the other States. It is therefore amply evident that the State is in need of more doctors and therefore we must have more medical colleges especially for districts and sub-districts in tribal areas, so that the meritorious poor students can aspire to get seats in such colleges.” This underscores the plan’s objective to improve access to medical education, particularly for deserving students in economically disadvantaged and tribal regions.

The plan also considers the recommendations from the NITI Aayog, which emphasized the importance of hospital beds and healthcare services in non-urban and remote areas. Concessions in new college opening fees are proposed for tribal areas and Municipal Corporations, with a criterion of recommending one college in Municipal Corporations for every 5 lakh population. Shri. Girish Mahajan expressed confidence, stating, “With the help of this Perspective Plan, I am confident that all unserved and under used part of the State will get Medical Colleges so that maximum aspirant and deserving students can enter into medical education to serve the poor in an affordable way.”

Strategic Focus on Allied Health and Quality Standards

A significant aspect of the 2027-32 perspective plan is its focus on allied health sciences, acknowledging the critical role of paramedical healthcare workers. The Pandemic situation and a Task Force Committee have previously recommended concentrating on regulation for imparting skills to these professionals. From the academic year 2010-11, the Maharashtra Government permitted the Bachelor of Paramedical Technology (BPMT) course in 13 subjects, indicating a prior commitment to this sector.

The plan also emphasizes maintaining high standards in health sciences education. Shri. Chennamaneni Vidyasagar Rao remarked, “Therefore to safeguard dilution of standards, the criteria for imparting Health Sciences Education should be stricter.” This aligns with the new National Education Policy, which advocates for greater autonomy, transparency, higher standards, and self-governance for Health Sciences institutions. MUHS, established in 1998, aims to promote a uniform administrative policy and deliver medical education of international quality across all disciplines.

Previous Plans and Future Aspirations

The Maharashtra University of Health Sciences (MUHS) Nashik’s 2027-32 perspective plan builds on prior strategic initiatives. The university previously developed the Fifth Perspective Plan for the period 2017-18 to 2021-22. Also, the Perspective Strategy for Health Science Education 2022-2027 was prepared by MUHS Nashik, outlining significant goals for the institution.

The 2022-2027 plan set ambitious targets for MUHS, aiming for the university to achieve global status among the Top 100 Universities and become the number one Health Sciences University in India. Prof Dr. Nitin Karmalkar expressed optimism, stating that the current Perspective Plan will broaden horizons for students, teachers, and management, and that MUHS will soon establish its position for academic excellence both nationally and globally.
