Deepti Gaur Mukerjee Appointed Higher Education Secretary on Monday, Replaces Recently Appointed Naresh Pal Gangwar
The Union government, through a late-night order issued on Monday by the Department of Personnel and Training (DoPT), has appointed Deepti Gaur Mukerjee, a 1993-batch Indian Administrative Service (IAS) officer of the Madhya Pradesh cadre, as the new Higher Education Secretary. She replaces Naresh Pal Gangwar, whose appointment to the post was placed in abeyance following controversy and sustained public criticism.
Mukerjee’s appointment partially modifies an earlier order issued barely three weeks ago and comes as part of a wider bureaucratic reshuffle involving five departments. As Higher Education Secretary, Mukerjee will oversee key areas including university and technical education policy, as well as the implementation of the National Education Policy (NEP) 2020.

Higher Education Secretary: Deepti Gaur Mukerjee’s New Role
Deepti Gaur Mukerjee, who was previously serving as the Corporate Affairs Secretary, takes charge of the Higher Education Department, succeeding Vineet Joshi. Joshi was appointed last month as Secretary, Ministry of Panchayati Raj. Mukerjee’s extensive experience, spanning 33 years in the Indian Administrative Service, includes 19 distinct postings. Her longest tenure was a 4-year-and-5-month stint in the Government of Madhya Pradesh, where she served as Principal Secretary in the General Administration Department (Personnel), with additional responsibilities including DG of the RCVP Noronha Academy of Administration and Principal Secretary of the Sports and Youth Welfare Department
Why Was the Reshuffle Done?
The reshuffle followed changes to the Higher Education Secretary post after controversy surrounding Naresh Pal Gangwar’s appointment. The sequence of events is as follows:
- Gangwar appointed: Naresh Pal Gangwar, a 1994-batch IAS officer, was appointed Higher Education Secretary, replacing Vineet Joshi.
- Controversy over NHB subsidy: His appointment faced criticism after reports highlighted that his mother, wife and son had collectively received over ₹1 crore under an NHB subsidy scheme for commercial cucumber cultivation. The final tranche was reportedly released after Gangwar became Secretary, Department of Animal Husbandry and Dairying.
- Gangwar defends himself: Gangwar denied any wrongdoing, stating that no service rules were violated. CPI(M) MP John Brittas, however, criticised the appointment as “a farce.”
- Appointment changed: Amid the controversy, Gangwar’s appointment was placed in abeyance, following which the government appointed Deepti Gaur Mukerjee as Higher Education Secretary.
