NEET Counselling 2026: MCC Introduces Major Policy Changes; No Physical Reporting for Upgradations, Online Seat Resignation

In a major relief for thousands of medical aspirants across the country, the Medical Counselling Committee (MCC), under the Directorate General of Health Services (DGHS), has announced sweeping reforms to the NEET Counselling process. Designed to make undergraduate (NEET-UG) and postgraduate (NEET-PG) medical admissions more transparent, convenient, and candidate-friendly, these systemic upgrades will take effect from the current academic session.

According to an official communication issued by the Ministry of Health and Family Welfare, the revised guidelines aim to eliminate redundant administrative hurdles, minimize physical travel for candidates, and streamline seat allocation procedures ahead of the upcoming seat allotment rounds.

Key Policy Changes Introduced by MCC

1. No Physical Reporting Required for Seat Upgradation

Under the previous framework, candidates who were allotted a medical or dental seat in Round 1 but wished to participate in subsequent rounds for a higher-preference college were mandated to physically report to the allotted institute to complete admission formalities.

Under the newly updated rules, candidates opting for the “Upgrade” or “Willing to Upgrade” status no longer need to visit the allotted college in person merely to hold their seat. Their provisional admission will remain securely retained in the centralized counselling software while they participate in subsequent rounds, subject to standard MCC guidelines. This shift is expected to save significant time, financial resources, and long-distance travel expenses for students and parents.

2. Fully Online Seat Resignation Facility

MCC has introduced a digital seat withdrawal mechanism directly integrated into the official counselling portal. Eligible candidates who decide to surrender or resign from an allotted seat—within the stipulated schedule for a given round—can now complete the entire process online. Candidates will no longer be required to submit physical resignation paperwork at the college campus.

3. Online NRI Document Verification for Deemed Universities

To simplify admissions under the Non-Resident Indian (NRI) category in deemed universities, MCC has digitized the document submission portal. Candidates applying for NRI quota reservation benefits can now upload all supporting documents—such as sponsorship affidavits, passport copies, and relationship proofs—directly through their candidate dashboard on the MCC portal. This eliminates complex offline coordination and speeds up institutional verification.

Training Programs and State Coordination

To ensure seamless implementation across institutions, the MCC has been conducting extensive orientation programs. Training workshops for State Directorate of Medical Education (DME) officials were organized, followed by institutional training sessions for government and private medical colleges to familiarize administrators with the updated software interface.

While MCC conducts counselling for 15% All India Quota (AIQ) seats, 100% seats in Deemed and Central Universities, AIIMS, and JIPMER, the remaining 85% seats fall under respective State Quotas. The Health Ministry has instructed state authorities and Union Territories to ensure clear, upfront public disclosure regarding state-wise seat matrices and fee structures so candidates can make well-informed choices during choice filling.
