West Bengal Makes UGC-NET, CSIR-NET, GATE, CEED Scores Mandatory for PhD Admissions

In a major policy reform for higher education in the state, the Government of West Bengal has mandated the use of national-level examination scores—including UGC-NET, CSIR-NET, GATE, and CEED—for admissions to Doctor of Philosophy (PhD) programs across all state-run, state-aided, and private universities. This order has been issued by The Department of Higher Education, Government of West Bengal. Going forward, no university-level entrances will be considered for PhD Admissions in West Bengal. Admissions will only be based on national-level entrance scores. 

This state order aligns West Bengal’s research admission framework with the University Grants Commission (Minimum Standards and Procedure for Award of PhD Degree) Regulations, 2022, the National Education Policy (NEP) 2020, and the UGC directive issued on March 28, 2024.

Key Highlights of the Government Directive

Under the new directive, state universities and aided higher education institutions have been explicitly instructed against advertising or conducting their own institutional entrance examinations.

The state government has banned the holding of conventional institutional tests, including:

• PhD Admission Test (PAT)

• Research Entrance Test (RET)

• Research Eligibility Test (RET)

Key Rule: Higher education institutions can no longer issue notifications for standalone entrance tests for upcoming academic sessions. All candidate shortlisting must strictly rely on valid national test scores.

Selection Process Under the New Rules

The admission framework standardizes candidate evaluation by splitting the criteria into qualifying national exam scores and an institutional interview/viva-voce round.

What the Decision Means for PhD Aspirants

This policy change brings significant advantages as well as strategic shifts for doctoral candidates in West Bengal:

• Elimination of Multiple Entrance Exams: Aspirants no longer need to prepare for and pay application fees for individual entrance exams across multiple state universities.

• One Score, Multiple Applications: A single valid UGC-NET, CSIR-NET, GATE, or CEED score can be used to apply to multiple state and central institutions simultaneously.

• Score Validity: National test scores cleared for PhD admissions remain valid for one year from the date of result declaration.

• Focus on Interview Preparation: Candidates must place greater emphasis on developing a strong research proposal and defending it during the 30% weightage interview round.
