The Municipal Corporation of Delhi (MCD) Education Committee, chaired by Yogesh Verma, has set a target of 50,000 new admissions across its schools as part of the ‘School Chalo’ campaign. Concurrently, officials have been directed to accelerate the recruitment process for approximately 2,800 multi-tasking staff (MTS) with a 15-day deadline for file submission.

These decisions, taken at a recent meeting, aim to expand the municipal education system, enhance school facilities, and improve the quality of education. The directives also address long-standing concerns regarding infrastructure, teacher vacancies, and administrative efficiency within MCD schools, which have seen an over 17% increase in primary school enrolment from 2019-20 to 2022-23, reaching 8,75,000 children.
Enrolment Drive and Staffing Needs
The ‘School Chalo’ campaign seeks to bring more children into MCD schools, with each school instructed to target at least 30 new admissions this month. This initiative builds on the MCD’s policy of admitting every child up to Class 5 under the National Education Policy, regardless of documentation. To support this, QR codes have been placed on school gates for online admission form submission. Yogesh Verma stated, “you can’t skip to build parents’ trust through better facilities and quality education in municipal schools.” He added, “Under the National Education Policy, the MCD admits every child up to Class 5. It does not matter whether a child has the required documentation or not; we will ensure that every child is enrolled in school.”
The recruitment of 2,800 MTS employees is intended to bolster sanitation and security arrangements in municipal schools. This comes amidst reports from teachers highlighting the absence of guards in most schools. The committee has mandated officials to submit the recruitment file for these MTS positions within 15 days. While enrolment has risen, the number of MCD schools has decreased from 1,660 in 2018 to 1,535, a change officials attribute to “optimum use of resources.” There is also a reported vacancy of 2,000 nursery teachers across the 960 MCD schools that offer nursery classes, with 81,509 students currently in nursery and KG.
Infrastructure Upgrades and Policy Reforms
Significant directives were issued for infrastructure development and policy implementation. Officials have been instructed to fast-track minor repair funds for school buildings, with a 15-day deadline for the release process. The committee also set a one-month deadline for installing five smartboards per school and ensuring necessary toilet facilities and new water coolers in relevant newly constructed schools. Yogesh Verma emphasized, “Our goal is to bring radical change to MCD schools. We want them to establish a new identity regarding quality education, modern facilities, sanitation, security and a value-driven environment.”
Looking at policy, the committee directed officials to put in place an online teacher transfer policy and submit a detailed report on transfers carried out so far, including the rules and criteria followed. To promote environmental sustainability, schools and officials were directed to install Aerobins or other suitable organic waste processing systems to achieve zero-waste campuses. In addition, the committee mandated how we use the E-Office system for file processing to enhance transparency, track pending work, and reduce administrative delays.
Curriculum Development and Foundational Learning
A key decision involves the constitution of a panel of academicians, to be formed by Yogesh Verma, tasked with recommending ways to integrate moral values, civic responsibilities, environmental protection, and discipline into school education. This panel is expected to submit its report within a month. These efforts align with broader initiatives to enhance educational quality.
The MCD Education department recently held a meeting at the Kedarnath Sahni Auditorium, attended by over 1,500 school principals, mentor teachers, and zonal officials, to discuss improving foundational literacy and numeracy (FLN) skills for primary-level students. New assessment tools focusing on students’ needs, interests, and core subject areas have been introduced, and a phase-wise schedule for baseline assessments, classes, and evaluations has been prepared. The ‘Mission Buniyaad’ program has been launched to support FLN skills and achieve the goals of NIPUN Bharat. Vikas Tripathi, an official, stated, “The focus is on foundational learning. We want to convey to parents and students that they can transform their lives only through education.”
Addressing Relocated Children and Teacher Welfare
The MCD is also addressing the admission of children from families relocated from slum clusters near the Prime Minister’s residence, following a Delhi High Court directive. The court ordered their admission to nearby government or MCD schools, with extended deadlines if necessary. Yogesh Verma noted, “There are schools within a distance of 1 to 1.5 kilometres, so commuting will not be a problem for these children. While the High Court has directed us to support their admission, under the National Education Policy, we would have admitted them in any case.” The rehabilitation site at Savda Ghevra is served by five government and five MCD schools, with the latter located approximately one to 2.5 kilometers from the flats and having capacity for additional students.
Concerns regarding teacher welfare persist, with salaries for teachers in the erstwhile east Delhi municipal corporation reportedly due for three months and pensions for four months. The MCD is exploring tapping Corporate Social Responsibility (CSR) funds for upgrading school infrastructure and has collaborated with NGOs for initiatives such as building libraries. All textbooks have been arranged and are slated for distribution after schools reopen following the summer vacation. Also, MCD will now directly supply uniforms and stationery through schools, replacing the previous system of providing financial assistance.
